Declaration of KRIB and AIKB under the Fuel Law

DECLARATION
OF THE CONFEDERATION OF EMPLOYERS AND INDUSTRIALISTS IN BULGARIA /KRIB/
and the INDUSTRIAL CAPITAL ASSOCIATION IN BULGARIA /AIKB/

The Confederation of Employers and Industrialists in Bulgaria and the Association of Industrial Capital in Bulgaria unequivocally state their position in support of the submitted bill to amend the Law on the Administrative Regulation of Economic Activities Related to Oil and Petroleum Products, submitted to the National Assembly by the Council of Ministers on January 10, 2019.

The draft law provides for the postponement of the action of the ZARIDSNPNP in order to provide time for a thorough public discussion to achieve balanced decisions in the interest of all economic entities affected by this regulation. At the moment, no agreement has been reached and such decisions are not available.

Delaying the Act's entry into force will allow all concerned to get involved in reworking this otherwise lame law so that it becomes a powerful weapon against those who do not follow the rules. This can happen even faster than expected if we work constructively and intensively. Only in this way will we be able to promote the light sector in the trade, processing, import and export of petroleum products and at the same time effectively and painfully punish the offenders.

We would like to inform the public that the report of the Commission on Oversight of Revenue Agencies and Combating the Shadow Economy and Smuggling to the National Assembly, which was presented during the plenary session on January 23, 2019, is incorrect and does not reflect what happened during the meeting.

The finding that the Bulgarian Chamber of Mining and Geology does not support the bill of the Council of Ministers is manipulative. Our basis for claiming that there is misleading information on the part of the Commission is the rebuttal letter of BMGK deposited in the National Assembly. Although BMGK's objection was brought to the attention of the Speaker of the National Assembly, as well as the Chair of the leading committee, it was not brought to the attention of the People's Representatives during the discussion of the bill in the plenary hall.

The position of the two employers' organizations is in defense of the fair and reasonable demands of their members, which also coincide with the interests of consumers, and they would also support protest actions by the National Association of Traders and Transporters of Fuels, as well as all others affected parties whose views are not taken into account in the conciliation process, if such are undertaken.
