On April 19, 2011, at its meeting, the Management Board of KRIB discussed the procedure for drafting the amendments to the Law on Public Procurement and adopted the following opinion:
1. The Law on Amendments and Supplements to the Law on Public Procurement was drafted in a non-transparent manner, without the participation of business representatives.
2. The bill was published on the website of the Ministry of Economy, Energy and Tourism without informing the business, which is why the reaction time is extremely short for a law of such importance for the economy and society of the Republic of Bulgaria as a whole.
3. Given the Easter holidays, the response times are extremely insufficient. The planned 14 days for public discussion have practically been reduced to no more than 7 days.
The Confederation of Employers and Industrialists in Bulgaria insists on extending the period for discussion and proposals by at least one month, so that businesses can become familiar with the proposed changes.
We suggest that after this deadline, a broad public discussion between all interested parties be held and only then that the draft law be submitted for discussion and adoption by the Council of Ministers.
