KRIB's position in relation to optimizing the pension model in Bulgaria

DEAR MR CALFIN,

 

In connection with the renewed debate on optimizing the pension model in Bulgaria and achieving lasting solutions for the development of the pension model, the Confederation of Employers and Industrialists in Bulgaria brings to your attention the following proposals:

Introduction of a minimum retirement age /52 years/ for employees under the Law on Defense and the Armed Forces of the Republic of Bulgaria, the Law on the Ministry of Internal Affairs, the Law on the Judiciary and other employees of special departments, and a differentiated approach can be applied depending on the degree of complexity of the work.

Review of the professions included in the privileged groups of persons for those working in the first and second labor categories and for those enjoying the rights to early retirement from Art. 69 CSR and their reassessment

Introduction of a personal insurance contribution for civil servants and for employees of special departments

A sharp increase in the retirement age and the insurance length of service in the third category of work for both sexes until reaching 65 years /with a step of 6 months per year/ and insurance length of 37 years for women and 40 years for men

Raising the required retirement age for workers in the first and second category of work in accordance with the increase in age in the third category of work until reaching a difference of 8 years less for the first category and 3 years less for the second category of work .

Comprehensive changes in the order, organization and control of the system for determining and granting disability pensions

Review of certificates issued by TELK so far

Changing the methodology and system for issuing certificates by TELK and including legally competent and active doctors at the time of issuing the certificates, experts in occupational medicine, as well as social workers. Accreditation of medical laboratories only, in which it will be possible to carry out research for the needs of TELK.

We propose to prepare a project of a new methodology and system for issuing TELK certificates by next Tuesday together with the Ministry of Health

Unburdening the system of all extraneous payments, such that only the pensions for labor activity in their actual amount are paid from the "Pensions" fund, all other additional payments are assumed by the relevant institutions on the basis of an income test

distinguish between occupational pensions and social pensions, transferring social payments to social assistance, provide us with information on the amount of social payments
