About: Proposal for revisions of REPORT on a bill to amend the Law on the Administrative Regulation of Economic Activities Related to Oil and Petroleum Products, No. 902-01-2, submitted by the Council of Ministers on 10.01.2019, by CHAIRMAN OF THE COMMISSION FOR MONITORING OF REVENUE AGENCIES AND FIGHTING THE GRAY ECONOMY AND SMUGGLING, MR EMIL DIMITROV

On January 21.01.2019, XNUMX, the "Report of the held meeting of the commission for monitoring revenue agencies and combating the gray economy and smuggling" was published. The report was compiled by Mr. Emil Dimitrov, in his capacity as chairman of the COMMISSION FOR MONITORING THE REVENUE AGENCIES AND FIGHTING THE GRAY ECONOMY AND SMUGGLING.

After reading the Report, we found that it incorrectly reflected the position and opinion of the Bulgarian Mining and Geological Chamber (BMGK), therefore we ask you to reflect and comply with our position as follows:

The Bulgarian Chamber of Mining and Geology supports the proposal of the Council of Ministers to postpone the entry into force of the Law on the Administrative Regulation of Economic Activities Related to Oil and Petroleum Products, the reasons for this being set out in a letter from the Confederation of Employers and Industrialists in Bulgaria ( KRIB) to the Minister of Energy and Chairman of the National Economic Council under the Council of Ministers. Given this, we also support the proposed bill to amend the Law on the Administrative Regulation of Economic Activities Related to Oil and Petroleum Products, No. 902-01-2, submitted by the Council of Ministers on 10.01.2019, for consideration by the Commission.

In our opinion, this bill will provide an opportunity to consider and reflect changes in the law that will remove the unnecessary burden on the mining industry that the current law introduced. In defense of this position at the committee meeting held on 17.01.2019. I made a statement in which I clearly and categorically stated: "This law, in its form, hinders our industry" (reflected in the central issue of BNT on 17.01.2019).

An agreement was also announced at the meeting between the Bulgarian Chamber of Mines and Geology and the Bulgarian Oil and Gas Association, which concerns an agreement regarding changes to certain texts, namely Art. 8, paragraph 2, item 3, art. 24, paragraph 1 and art. 25, para. 2 and para. 3 and par. 4 of the Law.

In view of the above opinion, I ask that corrections be made in paragraph three of the report, and that it acquire the following wording:

"Representatives of KRIB, the Bulgarian Mining and Geological Chamber, the Bulgarian Oil and Gas Association and the Bulgarian Chamber of Commerce expressed opinions on the proposed bill. KRIB and BMGK declared in support of the bill, and BPGA and BSK declared against its adoption."
