DEAR MR DONCHEV,

On the occasion of the upcoming division of the Ministry of the Economy, Energy and Tourism and the distribution of the individual departments to the relevant ministries, the Confederation of Employers and Industrialists in Bulgaria considers that it is extremely important to preserve the single management body established and functioning since March 1, 2011 of underground wealth in the country.

With the establishment of the Unified Authority for the Management of Underground Resources, the management practice established in most European countries was introduced, as well as the criteria of the European "Initiative for Raw Materials". The structural reform made has turned the mining administration into a universal institutional system capable of providing comprehensive management and control of the sector's activity. A unified approach was implemented in determining the state policy for the disposal of underground resources, applicable to the entire process of search, exploration and exploitation, as well as for the management of technological processes, and together with this, the principle of managing underground resources "in one place" was introduced. counter".

Concentrating the activity of this body in one place /MIET/ ensured greater transparency, clear rules and reduced time for individual procedures and helped to establish a common practice in conducting procedures and granting rights. Just as a confirmation of this, upon its establishment, the Unified Authority inherited over 1100 files for permits and concessions, and specific actions were taken on each of them, and by the end of 2012, only about 100 tender and competition procedures remained to be conducted.

In the context of the above, KRIB considers that the place of the Unified Authority for the Management of Underground Resources is in the Ministry of Economy. In the event that this body is moved to another location, the entire team should be transferred with it, in order to preserve the accumulated administrative capacity.
