PROPOSALS OF THE CONFEDERATION OF EMPLOYERS AND INDUSTRIALISTS IN BULGARIA /KRIB/

TO FACILITATE BUSINESS UNDER THE CONDITIONS OF RESTRICTIVE MEASURES IN CONNECTION WITH THE EPIDEMIOLOGICAL SITUATION IN THE COUNTRY

1. Compensation of the increase in the price of electricity of industrial enterprises as a result of the increase in the price of greenhouse gas emissions, according to the criteria of the Guidelines on State aid measures in the context of the EST after 2012;

2. Introduction of a ceiling for the costs of the liability to society fee (SSO) of energy-intensive enterprises with eligibility criteria according to the Guidelines for state aid for the environment and energy;

3. Retroactive refund of overpaid amounts for natural gas to Bulgargaz end customers after the agreement with Gazprom;

4. Changing the deadlines for declaration, payment and fulfillment of financial obligations:

  • Postponement of the final date of the annual financial close of enterprises by two months
  • To extend the deadline and reschedule the payment of insurance and VAT, including for the month of February, whose deadline is March 25
  • To extend the submission of audited financial statements to regulators and institutions by a minimum of 60 days
  • That there be no interest on public obligations for the periods extended in the context of the situation
  • To extend the deadlines for submission and payment of annual personal taxes by 60 days

5. Ensuring business liquidity, without which it will not be possible to pay salaries and amounts to suppliers. The lack of liquidity will lead to a wave of bankruptcies and, indeed, a deep crisis. As far as we are in a currency board, liquidity can only be provided by the state. In this regard, we propose to focus on measures to ensure liquidity such as:

5.1. Delayed and due payments to budgetary organizations

or To provide immediate funding (whether in the budget or not) for unpaid but due and undisputed payments to budget organizations
or To ensure the purchase of these liabilities by the BDB (there is also a precedent)

It is especially important to provide funds for hospitals as a priority - it is life-saving there. But let the state help everyone by paying immediately the amounts that are still owed but are delayed.

5.2. Profit tax

  • to postpone the deadline for payment of the annual profit tax for companies /corporate tax/ and individuals by 30 or 60 days
  • to temporarily (3 months) suspend the collection of advance income tax for 2020

5.3. Value added tax

  • To extend the deadline for paying VAT by 30 or 60 days

6. Paid provision of disinfectants, masks and remote thermometers for transport companies serving manufacturing enterprises. These disinfectants, masks and remote thermometers should be supplied to the production enterprises in order to protect the workers in the enterprises when entering the MTP for loading goods - to disinfect the drivers of the MMP;

7. Not to close commercial establishments related to car repair activities, related to car safety and traffic safety. The activity is related to the mobility of the population in the crisis period and there is no danger of crowding during the implementation and;

8. Matters related to labor legislation:

  • Introduction of flexible working hours / instructions for the application of Art. 139, para. 2 CT, which are introduced unilaterally by the employer/
  • Introduction of reduced working hours
  • Compensation to people who will be temporarily on leave due to the closure of shops
  • Introduction of a remote work/remote work regime - to ease the regime provided for in the CT in cases of a declared state of emergency for the country
  • Increasing the duration of authorized overtime work within one calendar year for one worker or employee/instructions for the application of Art. 146, para. 3 CT in connection with Art. 144, item 3, according to which there are no restrictions on the maximum duration and employers can use it/

9. Entering an hourly bill of hours worked for a given extended period. According to her, all hours worked are accumulated according to their labor category in a separate individual account for each worker. It is in the worker's interest to accumulate hours for periods in which the enterprise does not have sufficient workload. Workers accumulate hours and keep them in their account so that they can maintain their normal income during periods of reduced working hours;

10. Enterprises with good economic indicators and a good credit history, which fall into proven liquidity problems as a result of the crisis, to have the right to rescheduling credit installments at financial institutions (banks, leasing companies, etc.), respectively to receive state guarantees to increase your credit limit with financial institutions;

11. To financially support the distribution of electronic and print media - the television stations do not pay the fees, but the print media - in addition to subsidizing the distribution, and support for marriage. At the moment, it is not clear where and what will be sold from the printed circulations, since the post offices do not have a clear idea of ​​working points;

12. To use European funding for a large-scale information campaign in electronic and print media;

13. Creation of "green" corridors for the movement of heavy-duty trucks on the territory of EU member states;

14. Emergency measures for the release of Bulgarian carriers blocked at the borders of EU member states;

15. Provision of incentives to Bulgarian manufacturers who produce disinfectant in order to put pressure on this product and prevent specula;

16. Abolition of the excise tax on alcohol used as a disinfectant /in recent days there has been a sharp increase in alcohol used as a disinfectant/.

17. Freezing the payment of insurance contributions at least for the period of effect of the crisis restrictions;

18. Granting of loans under reduced conditions for the affected businesses by the Bulgarian Development Bank;

19. To provide an opportunity for businesses to pay corporate tax and/or dividend tax with compensatory instruments;

20. To postpone the deadline for payment of concession fees under the current concession contracts for 2020 by one calendar year;

21. When issuing a pension order, in addition to the person, the employer must also be informed within a period of no more than 3 working days.
