KRIB's opinion on the Draft Law on the budget of the National Health Insurance Fund for 2021.

The Confederation of Employers and Industrialists in Bulgaria expresses a positive opinion regarding the Draft Law on the budget of the National Health Insurance Fund for 2021.

The NHIF budget for 2021 was adopted with a balanced budget balance. It guarantees the package of health insurance activities within the scope of mandatory health insurance, and according to the law for 2020, in 2021, the National Health Insurance Fund will be provided with BGN 343 thousand additional funds for expenses and transfers - all .

The COVID-19 pandemic is undoubtedly a challenge for the country's economy and budget revenues. At the same time, the needs for medical services and drug treatment will continue to grow. The pandemic has emphatically demonstrated that the healthcare system is a fundamental element of national security. The provision of healthcare services and the provision of a constant supply of medicinal products meeting the needs of Bulgarian patients requires the round-the-clock efforts of Bulgarian medical specialists and the teams of pharmaceutical companies, as well as well-funded and functioning healthcare, which is the basis of the economy and well-being of every society. Bulgarian society expects an increase in the public resources allocated to healthcare in Bulgaria, in view of the new challenges facing the healthcare system.

The Supervisory Board of the National Health Insurance Fund has adopted a draft budget of the NHIF for 2021, which to the maximum extent meets the expectations of the Bulgarian society for meeting the growing health needs of the population, dealing with the pandemic and achieving the maximum health result for Bulgarian citizens and despite the economic slowdown, will provide patients with better access to medical services and drug therapy, including innovative drug technologies, despite the economic downturn.

2021 will be a year of increased demand for medical services and drug treatment due to objective time-resistant factors such as population aging and increased morbidity, but also due to delayed and unsought treatment by patients in 2020 as a result of the fear of the COVID- 19. Unforeseen costs to deal with the infection are also possible. Despite the slowdown in the economy, Bulgarian society expects more and more effective public investments in the health system in 2021 with a view to meeting the health needs of the population, dealing with the pandemic and achieving the maximum health outcome for Bulgarian citizens.

Welcoming the government's willingness to provide additional financial support to the health care system in 2021 with BGN 460 million, we believe that it is necessary to direct these funds to the National Health Insurance Fund and distribute them in an optimally expedient way according to budget lines, in order to guarantee the urgent costs for dealing with the pandemic and ensuring the health care of Bulgarian citizens. 2021 will be a year of increased demand for medical services and drug treatment due to objective time-resistant factors such as population aging and increased morbidity, but also due to delayed and unsought treatment by patients in 2020 as a result of the fear of the COVID- 19.

We are convinced that only with a constructive dialogue and united efforts of all parties in the health care system - institutions, branch, class and patient organizations, affordable, modern and adequate medical treatment and health care can be provided to the Bulgarian society.
