In connection with the draft law submitted to us to amend the Social Insurance Code and the proposed amendment to Article 69, which stipulates that the re-acquisition of the right to early retirement for military personnel will depend solely on the required length of service and not be tied to the completion of certain age, the Confederation of Employers and Industrialists in Bulgaria expresses the following principled position:
The combination of joint and several liability with the individual contribution of the insured persons and the binding of the insurance contribution and the amount of the received pension should be leading in the development of the pension model. It is of utmost importance for the sustainability of the pension system to take measures aimed at equality of insured persons and limiting the number of privileged groups for early retirement.
The proposed change puts a group of insured persons in a privileged position, and it is proposed that the acquisition of the right to a pension for the persons under Article 69 depends solely on the insurance length of service, while for all other insured persons this right is tied to the requirement of length of service and age.
In principle, we believe that the acquisition of the right to a pension should be tied to the insurance experience and age of the person, in the context of this we express not support of the proposal made.
