OPINION OF KRIBB IN RELATION TO THE REQUEST OF NON-GOVERNMENTAL ORGANIZATIONS AND ENVIRONMENTAL ASSOCIATIONS FOR THE REVOCATION OF PERMITS ISSUED BY THE MOI

Since taking office in July, the new leadership of the MoEW in the person of Minister Nona Karadjova and Deputy Minister Evdokia Maneva demonstrated determination to make decisions based on legality, environmental protection, application of modern mining methods and sustainable development. As the largest organization of large and medium-sized private enterprises in the country, the Confederation of Industrialists and Employers in Bulgaria (KRIB) strongly believes that all investors need quick and legal solutions. The new leadership of the Ministry of Internal Affairs and Communications showed with its first actions that it is determined to renew the work of committees and working groups on various environmental problems directly affecting the investment interests of business. At the same time, long-delayed projects were given a go by removing tacit refusal and related corrupt practices. On the orders of Minister Nona Karadzova, the employees of the Ministry of Internal Affairs and Communications began to examine all delayed applications and decide on them.

At the same time, after ascertaining that the city of Kardzhali and its surroundings have been the hottest spot in the country for environmental pollution for years, the new leadership of the Ministry of Education, Culture, Sports, Science and Technology, already at the first meeting of the Higher Expert Environmental Council on October 5, in two of the four points of the daily agenda order started the modernization of the Kardzhali enterprises. With these solutions, environmental programs can finally begin to protect the health of workers, the population, and to protect the environment. KRIB strongly believes that the previous administration of the MoEW, by delaying the modernization permits of 150 large enterprises, forced them to continue operating as major polluters. In this sense, the delay in the permits thwarted the opening of new jobs and the bringing of their productions into a pollution-free regime, thereby harming the local population as well.

For these reasons, the organized protests against the decisive changes undertaken by the Ministry of Education and Culture are incomprehensible. These protests remind us of the already familiar schemes for using public opinion through external financing in the interest of those who, until yesterday, tied the permissive regimes to personal or party interest.

According to KRIB, the approach of the new leadership of the Ministry of Education and Culture will bring substantial direct and indirect benefits to the national economy. In this regard, the Confederation of Industrialists and Employers in Bulgaria supports the specific actions taken by the Ministry of Education and Culture to solve problems that have been delayed for years. If the new government really has the will and desire to change the investment climate in Bulgaria and prevent further losses and lost benefits for business, it must continue to work in the way that the MoEW shows, balancing the interests of business and society.
